note 24115 added to function.move-uploaded-file

I was told by a server administrator that my upload_tmp_dir cannot be changed at this time (currently it's set to none). He suggested i make a tmp directory and CHMOD it to 777, and then use move_uploaded_file(). This doesnt seem to be working because i think that upload_tmp_dir needs to be changed.
