The text could be added to already longish one in:

That text already has a link to bugs.php.net, and the
support page (which links to the FAQ). A "mailto" link
to the general list might be an idea (assuming people
use HTML-aware email clients), and a explicit one to
the FAQ (just to nail the idea down) will be a good
thing too.
