I'd just like to reinforce a prior comment.
I had problems setting cookies in IE - netscape was working fine. As it turned out, they set
properly if I didn't set the time.
The default manner of setting the expiration should be the following -
gmstrftime("%A, %d-%b-%Y %H:%M:%S", time()+7200)
and not just
time()+7200
