note 24309 rejected from function.mail by jmcastagnetto

I have PHP 4.2.2 and Apache 2.0.39 on Linux.
I can not send mail with function mail()
tried everything above.
sendmail reports this in maillog
"stat=Deferred: local mailer (/usr/bin/procmail) exited with EX_TEMPFAIL"
Still the mail goes to mailq / and if I restart sendmail it delivers to the address.
