note 24361 added to function.strip-tags

My Problem: if someone writes a half tag for example &#60 here ist text and he forgets to complete the tag, the strip tag takes all the text of the form and it will be deleted. but what i am searching for is that only tags that are not allowed (all the html tags) were deletet but only the tags not the text and content that is placed between the tags. can someone helf me?
