note 24419 added to function.getenv

Many people visiting our local community site use the local cable ISP and seem to have the same IP address. I am trying to track first time visitors to our site. How can I do it if 25% of our local population appear to have the same IP? I used the the suggestion in the July 6th posting above, but it didn't help.
