For XML generation, if you want non-ASCII ISO-8859-1 characters within text and attributes, you
don't absolutely need UTF-8 encoding:
The optional XML declaration can change the default encoding for characters from UTF-8 to
ISO-8859-1:
<?xml version="1.0" encoding="iso-8859-1" ?>
This can save a lot of PHP code if you just want to generate ISO-8859-1 text and attribute values...
XML specification requires that all parsers support both the UTF-8 encoding (by default), and the
ISO-8859-1 character set. Other character sets may be supported also by specifying them in the
encoding attribute of the leading XML declaration (but the target parser must support this character
set to allow automatic conversion of the source text into Unicode character entities.
