Freebsd 4.5 + Apache 1.3.26 + PHP 4.2.2
I had the same problems with having to define the locale package in setlocale() all the way out with
the charset extension. But I also had to use putenv() and set the LANG variable as well:
putenv("LANG=es_ES.ISO8859-1");
