note 25159 added to function.wordwrap

As the original creator of the wordwrap() function (don't shoot!) I'd like to say thanks to all the comments above. To address the shortcomings you mention, I would like to point out that wordwrap() was designed to line-wrap text as fast as possible, not satisfy everyone's individual customization wishes - for that go ahead and write your own in PHP code!
