note 25170 added to control-structures.switch

The following code works when run in Apache on Win32, but does not function correctly in IIS with PHP as CGI. Trying to run test.php displays the default case as expected. Trying to run as test.php?case=2 also displays the default case. Has anyone experienced this problem?
