note 23121 rejected from function.mssql-connect by spic

I have a problem, I already set up and copy all necessary .dll(s) in c:\winnt\systems32 directory and still it didn't work.Is thier anything lacking in my php code?I downloaded and install php-4.2.1-installer.exe from www.php.net. Also I already uncomment the extension=php_mssql.dll in php.ini file and I copy already ntwdblib.dll in my systems file.
