saying chmod doesn't work on Windows is perhaps misleading...
Because Windows doesn't work on a owner/group/public permissions based system,
chown/chgrp/chmod simply has no effect. If you are using Windows as a development system, and are
attempting to port to UNIX, you will find hte need to use chmod, chown and chgrp in varying
situations, so you will need to program it with these, even though it will have no effect in
Windows.
