note 25328 added to function.imap-fetchstructure

This function sets MIME charset parameter value to US-ASCII when either Content-Type header is missing or Content-Type header doesn't have charset parameter. This may be compliant to RFC 822, but this poses a problem for a calling function that has to deal with untagged messages in MIME charset other than US-ASCII.
