In regards to version 4.2.3 Automatic Installation version
You will need to right click on
c:\WhereEverYouInstalledPHP\sessionData\
Right click on SessionData and go to properties and grant Read and Write access to the account:
ISUR_....
Or you'll keep getting the error message: "....permission denied"
