note 25694 added to function.set-error-handler

I was unable to use class functions as a point to handle errors, after many attempts it just didn't work. I even tried define for: define('ERROR_HANDLER', $this->error_handler); set_error_handler(ERROR_HANDLER); but that didn't work.
