If you have customized your Apache to lie about its version number, you may need to edit configure to skip the version number check. Just /APACHE_VERSION in configure to find the instance(s) where configure checks to make sure you have the right combination of --with-apxs or --with_apxs2 and Apache 1.3 or 2.0.
