note 26575 added to function.imagejpeg

regarding to paul: he is complaining about poor quality. Another told about the increase in size using jpg. I did some research and I found out the simple answer for this is: gd is using internaly only 256 color (8bit) images. Every source image (even jpg with truecolor) is transformed into 8bit images using error diffusion. Clearly this has a very bad impact on quality of truecolor images and on image size too, since jpg uses lossy compression and the big increase of high frequency components after error diffusion...
