REQUEST_URI does not seem to contain the fragment (the part of the URI after the # that tells a
browser to jump down to an anchor once the page loads). I don't know if this is because httpd
doesn't tell PHP, or if PHP drops this for some reason. In case you're wondering,
browsers do hand this in as part of the http request as you can see from access logs.
You may think that its silly for anything server-side to care about the fragment (since it's
just for the browser). But, how would you preserve the fragment in a Location header for
redirection?
