You may try http://appserv.sourceforge.net and it comes
as a single installer for PHP,Apache,MySQL and is pre-configured for windows and has phpMyAdmin and
PHPNuke too!
A nice free visual editor for PHP is at http://www.turbophp.com and a nice phpMyAdmin like web based
multi-MySQL control can be obtained by using ESKUEL which is PHP based.
