The name is short for "ROTate alphabet 13 places". The number 13 is chosen so that the
encoding formula is self-inverse, i.e. the same formula is used to encode and decode ROT13 text.
ROT13 is often used to encode text for example in Usenet articles so that it cannot be immediately
read by a human.
It would make almost no sense to encode an entire message in ROT13.
