note 27591 added to function.fgetcsv

Using this function on windows Ive got problems with polisch charts. It reads first line and there is no problem, but from second to the end it doesnt show charts. For example I`ve got test.txt file: 1;£ódŸ;Polska;90-001 2;£ódŸ;Polska;94-012 and after fgetcsv $data[0] -1 $data[1] - £ódŸ $data[0] - 2 $data[1] - d I tryied to convert to iso-8859-2, windows-1250 and other polisch charts coding systems but it doesn`t help. Has anyone idea how to fix it?
