note 28139 added to install.commandline

I've just tested Boa 0.94.13 and PHP 4.3.0, both compiled and running under Cygwin, and CGI works. Somehow it seems that PHP 4.3.0 removes the hash-bang line, so the PHP CGI script functions correctly. My first line is #!/bin/php.exe. The boa.conf contains AddType application/x-httpd-cgi php.
