note 28216 added to function.setcookie

I have tried using all possible variations of 'setcookie' and my app stores the cookie only during the time the browser is open, I can even view the cookie contents through $HTTP_COOKIE_VARS etc. but I can't find the cookie on the local drive, it doesn't seem to write the cookie to the local machine. Any solutions appreciated? Is it something to do with sesssion cookies or a php.ini parameter that needs setting. I have cookies disabled on my machine so I have to manually accept them before they are written but with my app I don't even get asked if I want to accept it. This makes me think that setcookie is not doing what it is supposed to be doing.
