20sec timeouts have been driving me crazy...
But I have reason to believe they have to do with DNS failures, possibly fsockopen does some kind of
host name lookup, which causes a lock up and hold...regardless of your timeout settings.
If you're looking for fast aborts, this may be a bottle neck you cant get around, short of pre
filtering your host names (somehow?) before feeding them to fsockopen.
