note 28531 added to function.imagecreatefromjpeg

Note for PHP 4.3 under Mac OS X 10.2.3: I originally compiled using only --with-mysql --with-apxs. When this compiled correctly (for a change; previous versions didn't), I then tried adding --with-gd --with-jpg-dir and a bunch of other goodies, but they didn't add in. Apparently removing config.cache isn't sufficient.
