If you're running on php 4.1.x, just use the $_COOKIE array. It's already globalized...
and to my best knowledge, if you want to access a cookie name without declaring global $var, just
use the $GLOBALS[$var] array...
[Editor's Note: the $var variable (assuming it is susposed to represent a cookie) will only be
available if the register_globals directive is active. This is regardless of attempting to bring it
into the current scope via. a global statement.]
