PHP should not use the system C function to implement this call. It should interpret the format
string in a OS-independant way, so that all the format specifiers will be accepted and resolved
according to the specification.
May be for a future release of PHP ?
The best solution for now is to use PHP's date() and gmdate() which use another syntax for date
elements. However PHP's date() and gmdate() still do not implement all the above elements: the
most important lacks being when computing ISO week numbers, and the ISO year (which only include
full weeks, including up to three days from the previous calendar year and up to 3 days from the
next calendar year).
