note 29211 added to install.apache

I remember reading this somewhere before but have forgotten how it should be done. When installing PHP in module form, there should be an alternative to adding the file in the system32 folder, something like a redirection code in the php.ini or something like that. Please confirm this for me and put in the full instructions to do this.
