disable_functions cannot be set in httpd.conf, only php.ini

This should be possible to set in httpd.conf using the php_admin_value directive.
e.g.
php_admin_value disable_functions VALUE
php_admin_value should work for all PHP_INI_SYSTEM settings
php_admin_value can be used anywhere in the httpd.conf (so on a <virtualhost> <files>
<directory> basis etc). It cannot be used in .htaccess for obvious reasons.
There is also a php_admin_flag but on the whole, it's pretty useless as php_admin_value can
set flags also
