Certain characters in the value string case parse_ini_file() to fail.
If your value has an '=' in it like:
foo=bar=2
The function will fail.
Additionally, I have heard that '&' cause the same failure.
These 'special characters' need to be documented or the function needs to ignore them or a
EOLine argument needs to be added to it.
