Actually, any user that requires access to PHP would have to have access to that directory. For
example, if I limit access to a certain webdirectory to DOMAIN\WebUser1, then DOMAIN\WebUser1 has to
have the aforementioned permissions. IUSR_ only needs permission if anonymous, unathenticated access
to a given PHP script is required.
