Windows 2000 and Windows NT 4.0 handle mktime() differently.
// 1970-01-01 02:00:00
// Windows NT = 25200
// Windows 2000 = 0
echo mktime(2, 0, 0, 1, 1, 1970);
// 1969-12-31 19:00:00
// Windows NT = 0
// Windows 2000 & PHP < 4.3 = -1
// Windows 2000 & PHP >= 4.3 = ERROR:
// "Windows does not support negative values for this function"
echo mktime(19, 0, 0, 12, 31, 1969);
