note 30250 added to function.mime-content-type

If you have Windows and have enabled php_mime_magic.dll in you php.ini and still get the error "Fatal error: mime_magic could not be initialized, magic file c:\php4\magic.mime is not avaliable", you must specify the path to the file magic.mime.
