I followed naoyoshino's advice and it worked...
Here is what he wrote:
With Apache2, I had to add the whole <directory> bit, where the acutal .php files will be
called from:
#PHP
ScriptAlias /php/ "c:/php/"
<Directory "c:/htdocs/">
AllowOverride None
Options None
Order allow,deny
Allow from all
</Directory>
