I think it's missing a safe_mode_write_dir in which any user can, in safe mode, write to that
particular dir.
This would be usefull to store shared data like putting sessions in /tmp. Since /tmp is not owned by
the same user that is suexecd by apache safe mode will fail all session data.
With this "new" directive users could still use a common dir for session data and have
Safe Mode On.
