note 30573 added to function.fopen

fopen seems to work different in 4.3 (compared to 4.0) i installed 4.3 and now in some situations get the WARNING: stat failed on xyz This happens on noneexistent files and urls in general. Also it seems, this stat slows down the performance, as i realised a performance loss of 10-20% in my System (win32,apache1.3.20,php as cgi) when updating to 4.3 The same effect took place on my webserver, where php runs as sapi. Whats going on there, guys??? Please notice me, when an Answer on this occurs.
