note 30839 added to function.base64-encode

bullshit at burk dot dhs dot org - and other with his/her problem - make sure you open the file via fopen in with the "b" option for binary. It only affects window, *INX will ignore that option as its not needed. I was looking through the bug reports and that seemed to be the bigest reason for base64_encode() failures on windows.
