check out this nifty way of obtaining the current UTC time based on your own system's time
setting:
echo( date( "D d-M-Y H:i:s", ( date( "U" ) - date( "Z" ) ) ) );
this works assuming your system's clock and timezone setting are correct (tested on debian
linux).
