fopen should use http_proxy for proxying (or allow that option) when opening remote FTP or HTTP
documents.
If I use fopen("http://www.ietf.org/rfc/rfc1403.txt",
"r") from my script, it should attempt to load that from my site proxy, not simply go
directly to that document.
