note 31365 added to function.urldecode

Im passing a ampersand as a url value. Iv converted the ampersands to %26 in the url values. Now,
when i try to convert it back to & in script, nothing happens. I tried urldecode and
rawurldecode. They just ignore %26. Is this a bug or supposed to be like this?
