note 31416 added to function.mssql-connect

i also had the error "unable to load dynamic....". After placing the two .dll practicaly everywhere on my system and banging my head against the wall and my screen, i tried to replace the php folder (windows installer) with everything from the windows zip and guess what . It worked....
