note 31546 added to function.wordwrap

I am noticing one flaw in wordwrap2() (both of them) and even_better_wordwrap() which I've encountered. It works find on things like 'ksdflksjdflkjsldfkjsldf', but I am noticing however that things such as '01010101010010010101010101' are not being forced to wrap. So this is something to watch out for.
