note 31561 added to tutorial

Would anyone care to teach me how to install Apache properly...I downloaded WAMPP and something isn't right. I keep getting syntax errors saying how files cannot be located. I append the full path and it appears I have everything that's supposed to be done done. Now they said fopen cannot open file and apache.exe cannot log pid or something...any insight?
