note 31856 added to install.windows

I think these instructions need some overhauling. If it's your first time doing this, it's hard to find all the steps. For example, the bit about copying the contents of the dlls folder to your system directory is part of the figure showing the directory structure. Nowhere in the main text does it include this step.
