note 31859 added to function.log1p

I think there's a small mistake there. The above expansion of log(1 + x) (the Maclaurin's expansion for anyone who's interested) is valid NOT from [0 ... 1] inclusive but in the interval (-1 ... 1] (i.e.: -1 not included up till 1 included). Anyway, just wanted to point this out.
