Make sure the following is true:<br>
1) That the directory has Script & Execute permission in IIS' admin <br>
2) ISUSER_<machinename> has Read and Execute permissions <br>
3) the Everybody group has execute(but not write) permissions in the file system (Windows Explorer)

I had similar problems with plain ol' perl scripts, made those changes and all worked well.
(using Windows 2000 Server RTM version)

I havent installed PHP on that box, as I am using Linux for PHP work, but it should help ...
