NOTE: To be entirely correct, this function should escape the "'" character also.
To get this functionality, use:
str_replace("'", "'", htmlspecialchars($foo))
In case this doesn't come out right in this manual page, the second parameter in that function
is ampersand-hash-three-nine-semicolon.
