Note that some versions of PHP (4.0.3?) appear to have some fopen(URL...) bugs. The fopen will fail
occasionally even though the URL is valid and there are sufficient resources on the box to open the
URL.
This can likely be fixed by either an upgrade to a newer version or an automatic retry loop in your
code.
