Note: it is essential that this is called for each cursor opened but be
warned (in the version of PHP that I'm using - 3.0.16), the cursors
are not freed until the end of page execution.
Also even if you close connection to oracle and re-open it, the sessions
are only freed at the end of the page. The only solution we found for
the particular task we had to do was to up the cursor limit.
(We could have split the job into several pages but didnt have the
time.)
