To determine the url to your site, regardless of the php.ini situation use the "super
global" $_SERVER as follows:
$url = "http://".$_SERVER['HTTP_HOST'];
// will return: http://www.yoursite.com
FYI: the $_SERVER array contains a lot of cool stuff. To see all of the stuff $_SERVER has:
print_r ($_SERVER);
